Hi there!
The Genchi Well can be a quick stop as a part of a walking tour through the streets of Matsumoto.

This is located off the side of a small street, and you can make a stop here before or after a visit to the Matsumoto Castle.
This well is located around a 10-15 minute walk from the castle, and around 10 minutes from both the Matsumoto train station and theย Matsumoto bus terminal.
So if you only have a couple of hours before you leave by train or by bus from Matsumoto, then you can wander towards Takasago-dori street and pass by Genchi Well. (mapย – train station > bus station > well > castle)
There are many natural springs and historic wells throughout the city of Matsumoto, and the Genchi Well is one.
According to the Matsumoto tourism department:
The Genchi Well is the most renowned well in the city.
It has a long history of providing drinking water and even today local people come here to get fresh spring water.
So yes, you can drink well water here too!
I saw some people drink water from this well when I was here – use the handle that’s around to scoop water from the well into your hands.

There were also people who were pouring the water into their own water bottle.
